The homeowner is responsible for filing the permit.  Paramount Fencing will take care of the drawings for you and then you have a few line items to fill out. 

No fence or wall, except a retaining wall or a wall of a building permitted under the terms of this chapter, over six feet in height shall be erected within any of the open spaces required by this chapter unless that portion of the fence or wall which exceeds six feet in height has a ratio of open area to solid area of at least 4 to 1. The Zoning Hearing Board may authorize the erection of walls or fences of greater height in such cases as may be necessary to provide adequate protection, shielding or screening of open storage or equipment areas where allowed in LI Limited Industrial and C Commercial Districts.
